World leaders come together to  redefine strategies for social progress ,  strengthen global partnerships , and  promote inclusive policies that foster equitable opportunities for all . The goal: to  build societies that are more resilient, inclusive, and sustainable . Subject to  the rules of procedure of the General Assembly ,  Member States , members of the  United Nations specialized agencies  and  observers  of the  United Nations General Assembly  to be represented at the level of Head of State or Government or at the highest possible level are invited to make statements in plenary of up to five minutes.
